The Private Audience Gateway lets AI agents estimate curated audience cohorts, propose bounded campaigns and read privacy-protected aggregate results WITHOUT ever receiving contact records, hashes, identifiers or credentials.

## Agent tools (MCP)
pag_agents_register (public), pag_capabilities, pag_audiences_list, pag_audiences_estimate, pag_campaigns_propose (ceiling-bounded; execution requires separate company approval), pag_campaigns_status, pag_campaigns_proof, pag_rewards_claim (SIMULATED ONLY — claims are unpaid and terminal at queued_for_founder).

## Evidence model
mock_sent is a simulated send — never delivery or a human read. provider_delivered requires signed provider receipts; human_confirmed requires signed reader confirmation. Human reach is never claimed without the signed tier.

## Boundaries
No contact export, no live sends, no payments, no real-data processing (P5 blocked pending explicit authorization). Referral attribution stores aggregate counts only — never IPs or user-agent strings.
